MALAWI: Parliament Establishes Special Committee to Probe Delays in Dowa Fertiliser Plant Project

Speaker of the National Assembly, Sameer Suleiman, has established a special parliamentary committee to investigate challenges delaying businessperson Napoleon Dzombe’s plans to establish a fertiliser manufacturing plant in Dowa District.
The matter was brought before Parliament by Member of Parliament for Lilongwe Likuni, Kelvin Mphande, who raised concerns over administrative and regulatory hurdles that are preventing the project from progressing.
Parliament is handling the matter because lawmakers consider the proposed fertiliser manufacturing plant to be a project of national importance. The factory is expected to help Malawi reduce dependence on imported fertiliser, save foreign exchange, improve timely access to farm inputs, create employment opportunities, and strengthen food security.
Beyond Malawi, the plant has the potential to support the wider region by increasing local fertiliser production capacity and reducing reliance on imported supplies. A reliable supply of fertiliser is critical for agricultural productivity, especially in countries whose economies depend heavily on farming.
The Dowa fertiliser plant is designed to produce between 30 and 40 metric tonnes of fertiliser per hour, with reports indicating that at full capacity it could meet Malawi’s fertiliser requirements within about 150 days of production.
Suleiman said the special committee will begin its work on Wednesday, 15 July 2026, and will investigate the challenges affecting the project before presenting its findings and recommendations to Parliament.
The committee’s report is expected to guide Parliament on possible measures that can help facilitate the implementation of the fertiliser manufacturing project.
