South Sudan Cabinet Approves $2 Billion Road Project Backed by Gold

The Government of South Sudan has approved a landmark infrastructure project worth $2 billion aimed at upgrading and constructing over 1,031 kilometres of strategic roads across the country.
The decision was reached during a Cabinet sitting on Friday, according to a statement issued by the Office of the President.
Under the new arrangement, the government will use gold as collateral to finance the ambitious road development programme a move authorities say is designed to unlock the country’s vast natural resources to fast-track long-delayed infrastructure projects.
The project will focus on upgrading major transport corridors to asphalt standard, including:Juba–Yei–Kaya Road,Yei–Faraksika–Maridi Corridor,Juba–Lobonok–Moli Junction and Wau–Raja–Boro Medina Road
The contract has been awarded to Shamrock Global Group, with the average construction cost estimated at $2.3 million per kilometre.
In its statement, the Office of the President described the initiative as a “massive project” expected to significantly improve road connectivity and facilitate the movement of people and goods across the country.
Minister of Mining Lasuba Ludoru Wongo proposed the use of gold as collateral, highlighting it as a strategic approach to leverage South Sudan’s mineral wealth to accelerate national development.
Government officials say the financing model reflects a broader effort to diversify revenue streams beyond oil and stimulate infrastructure growth.
Minister of Information Ateny Wek Ateny stressed that lasting peace and stability remain essential for successful infrastructure expansion and the country’s democratic transition.
The Cabinet’s approval follows last month’s endorsement of the project by the government’s service cluster, a key step aimed at improving nationwide connectivity and boosting economic growth.
