NIGERIA: President Tinubu Set To Launch “Nigeria First” Policy To End Procurement of Foreign Goods Available Locally

Nigerian President Bola Ahmed Tinubu, is set to unveil the “Nigeria First” policy, a reform aimed at ending government procurement of foreign goods that are already produced locally.
The announcement was made via the official X handle of the President Bola Ahmed Tinubu Media Centre, signalling an immediate shift in the nation’s public procurement strategy.
According to the statement released by the media team, the central goal of the Nigeria First policy is to prioritise locally made products and homegrown solutions in all government procurements.
The directive stated that the Nigerian industries will now take precedence over foreign suppliers in federal government dealings.
The Bureau of Public Procurement (BPP) has been tasked with executing the new directive through the following key measures including the creation of a “Local Content Compliance Framework” for all government procurements, registration of high-quality Nigerian manufacturers and service providers regularly engaged by the FG, deployment of Procurement officers to all MDAs will be reverted to BPP and procurement of foreign goods or services already available locally will be justified and initiated by a written waiver from BPP.
The measures will further include contracts that must include provisions for technology transfer, local production, or skills development where no viable local option exists, immediate audit of procurement plans, and submission of revised versions.
