NIGERIA: FG Approves Bachelor’s Degree Programmes For Colleges Of Education

The Federal Government of Nigeria officially announced on Friday the commencement of the implementation of the Dual Mandate Policy across all Federal Colleges of Education following the enactment of the Federal Colleges of Education Act, 2023.
This was disclosed in a statement made by the Director of Press, Federal Ministry of Education, Folasade Boriowo, who noted that the legislation signed by the President, Bola Ahmed Tinubu, has given Federal Colleges the authority to award the Nigeria Certificate in Education and Bachelor’s Degrees in Education.
While announcing the policy rollout in Abuja, the Minister of Education, Dr. Tunji Alausa, noted that implementing the policy is a bold step.
He said: “The Dual Mandate Policy represents not just a reform but a revolution in teacher preparation — enabling FCOES to offer both NCE and Bachelor’s degrees. This initiative empowers institutions, broadens access, and enhances the quality of classroom instruction across Nigeria.”
According to the provisions of the Act, any FCOE that meets the standards set by the National Universities Commission (NUC) will be eligible to operate under the Dual Mandate. The policy removes the former requirement of university affiliations for degree issuance, granting colleges greater autonomy in curriculum design and implementation.
Dr. Alausa further emphasised that this initiative will help address several challenges, including declining enrollment, limited access to degree programs, and the need for elevated teaching standards in the nation’s education sector.
He added that the policy empowers Federal Colleges of Education with increased autonomy in designing and implementing their curricula, allowing them to adapt more quickly to evolving trends and demands within the teaching profession.
Reiterating the government’s dedication to transforming the education sector, the Minister emphasised, “No nation can surpass the quality of its teachers. This policy reinforces the core of our education system by ensuring that every teacher is thoroughly trained, well-qualified, and fully prepared.”
