KENYA: Ruto Signs Three Key Bills into Law to Boost Coffee, Rail and Weather Services

President William Ruto has assented to three Bills into law at State House, Nairobi, aimed at strengthening key sectors of the economy.
The laws include the Miscellaneous Fees and Levies (Amendment) Act, 2026, the Coffee Act, 2023 (Mediated Version) and the Meteorology Act, 2023.
The new Coffee Act establishes the Coffee Board of Kenya to regulate and promote the industry, alongside the creation of a Coffee Research and Training Institute to support innovation and capacity building in the sector.
“These laws will strengthen regulation, promote value addition and support the growth of critical sectors of our economy,” President Ruto said.
The Miscellaneous Fees and Levies (Amendment) Act expands the scope of the Railway Development Levy beyond the Standard Gauge Railway to support broader railway infrastructure while establishing a Railway Development Fund Board to manage the levy.
Meanwhile, the Meteorology Act creates a legislative framework to regulate and coordinate meteorological services in Kenya, improving the delivery of weather and climate information across
the country.
