KENYA: Ruto Signs Four Bills Strengthening Governance, County Funding

President William Ruto on Friday assented to four key Bills at State House, Nairobi, including the County Governments Additional Allocations Act, 2025, which gives counties an extra KSh70.6 billion in the 2025/26 financial year. The allocation includes KSh9.98 billion for settling salary arrears for doctors and Community Health Promoters, and for completing County Aggregation and Industrial Parks.


Counties will also receive KSh57.7 billion from development partners to support various development projects.
The President also signed the Capital Markets (Amendment) Act, which modernises licensing and removes shareholding limits to attract more investment; the Provisional Collection of Taxes and Duties (Repeal) Act, which deletes the unconstitutional 1929 tax provision; and the Government-Owned Enterprises Act, which introduces transparent appointment of independent boards to strengthen accountability.
President Ruto said the new laws reaffirm the administration’s reform agenda, noting: “These Bills reinforce our commitment to sound governance, transparency, and effective service delivery.”
