KENYA: Communications Authority Raises Alarm Over Nairobi County’s Fibre Optic Cable Crackdown In Kenya

The Communications Authority of Kenya (CA) has voiced concerns over disruptions to internet services, following a recent crackdown by Nairobi County on fibre optic cables installed on Kenya Power poles.
The operation, which commenced on Tuesday along Argwings Kodhek Road, targeted cables that county officials claim were set up without proper authorization.
According to the county government, some internet service providers (ISPs) failed to secure the necessary wayleave agreements, while Kenya Power was accused of non-compliance in managing public utilities.
In response, CA has urged all involved parties to adhere to legal and regulatory requirements when dealing with Information Communication Technology infrastructure.
The Authority emphasized the critical role fibre optic networks play in powering Kenya’s digital economy, supporting businesses, essential services, and innovation.
“Any action that disrupts this infrastructure must follow established laws,” CA stated, warning against unilateral moves that could interfere with connectivity.
The regulator further encouraged county governments and public institutions to consult with the Authority before taking actions that impact licensed telecommunications networks.
CA also highlighted that while county governments have a mandate over land use, telecommunications infrastructure falls under national jurisdiction, as outlined in the Constitution and the Kenya Information and Communications Act (KICA).
To address the situation, the Authority has initiated discussions with Nairobi County, Kenya Power, and affected ISPs to find a structured resolution.
Meanwhile, businesses and consumers affected by the disruptions have been advised to contact their service providers for updates and support.
The regulator reaffirmed its commitment to protecting Kenya’s ICT sector and ensuring seamless internet connectivity for all users.
