Kenya Defence Forces To Replace Lunch Subsidy With Pay-As-You-Eat System Starting July 2025

Kenya Defence Forces (KDF) personnel are grappling with a new directive from the Ministry of Defence, that will eliminate the long-standing lunch subsidy.
A memo from Major General Mohammed Nur Hassan, indicated that the subsidy would be phased out starting July 1, 2025.
The directive introduces a “pay-as-you-eat” (PAYE) system, aimed at addressing inefficiencies in the current lunch program.
“The shift from a taxpayer-funded lunch subsidy to a PAYE model has been necessitated by the inefficiencies and ineffectiveness of the previous system,” the memo stated.
The ministry revealed that the new approach would include a digital platform for meal bookings and payments, to be fully implemented by March 31, 2025.
This system will enable a seamless transition before the program officially begins on July 1.
Service commanders have been instructed to establish affordable, cashless payment methods, such as mobile money, to facilitate the purchase of meals by soldiers.
The Ministry of Defence emphasized that the decision followed extensive consultations, including a review by a committee comprising representatives from the Kenya Army, Kenya Air Force, and Kenya Navy.
While the government expects the new plan to save Ksh2-3 billion annually, the announcement has caused apprehension among lower-ranking officers who worry about the financial burden of paying for their meals.
Defending the change, the ministry stated that the new system aligns with global military standards and allows soldiers to choose meals according to personal preferences.
Additionally, it aims to ensure prudent use of public funds and enhance budget management.
This development has sparked debates within the ranks, with some soldiers expressing concerns over its potential impact on their welfare.
